Directors


The Board of Directors represents a cross section of Lennox & Addington County and Prince Edward County. Members have the appropriate education, expertise, and experience in the major economic sectors of our community.

Debra Marshall, Chair of the Board, became a member of the Board of Directors in 2005. Debra Marshall was born and raised in Prince Edward County, of United Empire Loyalist heritage. Having left Prince Edward County to pursue her career in media communications, sales and marketing, she returned to take over the family farm, established by her great grandfather. Currently a tender fruit farmer, Mrs. Marshall is a member of the Rotary Club of Picton and is active in a variety of community service initiatives.





Dennis Snider Vice Chair of the Board Dennis Snider, Vice-Chair of the Board, became a Director in December 2007. Mr. Snider is a retired Canadian Foreign Service Officer who served Canada in a number of overseas assignments, including as the Canadian Ambassador to Yugoslavia, to Macedonia and to Croatia. In Ottawa, his assignments included Director of the Non-Proliferation and Arms Control Division and Director of the Foreign Intelligence Division. Prior to joining the Foreign Service Mr. Snider taught at the Ontario Schools for the Deaf in Belleville and Milton. Mr. Snider and his wife Susan returned to the Quinte region in 2004 and immersed themselves in serving the L&A community. Mr. Snider was a member of the Napanee Waste Management Advisory Committee and the Past President of the Napanee Rotary Club.


John Licharson Past ChairmanJohn Licharson, Past Chairman of the Board, became a Director in December 2007. He owns and operates TLA Custom Models & Hobby and, with his wife Elna, Tree Lane Country House B&B in their 1836 heritage limestone house in Wilton, Ontario. He retired from the federal civil service as Director of Operations, Economic and Regional Development Policy, in the Privy Council Office in 2002. He was the Senior Advisor on Internal Trade in the Department of Industry for the 1990-98 negotiations on interprovincial trade. Prior to that he served in the Department of External Affairs as a senior negotiator on trade issues with the European Community, on Canadian delegations to UNCTAD, the OECD and the UN and as, inter alia, Chargé d'Affaires, Chef de Mission, Counsellor and Aid Program Manager at the Canadian High Commissions in Jamaica, the Bahamas, Zambia and Tanzania and at the Canadian Embassy in Korea.


John Jackson Past ChairJohn Jackson, Past Chair of the Board,became a Director of PELA CFDC in June 2001. Mr. Jackson was employed with the Ontario Public Service from 1959 to 1993 in various positions including Civil Service Commission; Executive Director, Corporate Services Division; Ministry of Government Services and Assistant Deputy Minister, Property Management. Mr. Jackson is also a Member and Treasurer of the local Community Care for Seniors, and a former member of the finance committee of a local theatre foundation.



Tony Harborow Chari of the Finance CommitteeTony Harborow, Chair of the Finance Committee,
has been a member of the Board of Directors since 2002. Mr. Harborow is the owner of OKA Consulting. Originating in 1993, this company started as a consulting/contracting firm focused on supply chain management, but moved towards management assignments of a more general nature, mainly in agriculture. Mr. Harborow is also the President and General Manager of Engage Animal Health. His work history includes over thirty years with Ciba Geigy as Corporate Planning and Development Director; Marketing Director in Plant Protection and General Manager of the Green Cross Consumer Products Division.


Dick Potter Chair of the Governance CommitteeRichard Potter, Chair of the Governance Committee, joined the Board of Directors in 2006. He practiced business law for a national and international firm in Toronto and London for 25 years followed by six years as its full time Director of Marketing and Business Development. He now consults to law firms in Eastern Canada from his home office near Milford in Prince Edward County where he and his wife have owned an historic home for nearly 20 years. Richard has considerable experience in advising technology companies and businesses generally on technology matters. Richard has also been active on a number of community services and arts boards and has recently completed the Directors Education Program of the Institute of Corporate Directors (ICD.D)


Harold Redekopp Chair of the Area Development CommitteeHarold Redekopp, Secretary & Treasurer, Chair of the Finance & Planning Committee and Chair of the Area Development Committee joined the board in 2012 after a distinguished career in radio and television broadcasting at CBC. At various times, he was Vice President of CBC Regional Broadcasting, Vice President of CBC Radio and Executive Vice President of CBC Television.Following his retirement from CBC, Harold was active as a broadcast media consultant and coach. He has held directorships on the boards of a wide variety of arts organizations, both public and private, in Canada and internationally. Harold is an Associate of the Royal Canadian College of Organists. He and his wife live on Amherst Island.




Jeff BarlowJeff Barlow rejoined the PELA CFDC board in 2010. Jeff served as a member of the Board from 1997 to 2008. He is a partner with his wife in JB&A Consultants, operators of JB&A Custom Holidays, a division of The Travel Broker; and a member of Loyalist Committee of Adjustment.







Ann Wardrop joined the Board of Directors in June 2011. Ms. Wardrop is a former PELA CFDC board member having served from 2003 to 2007. Ms. Wardrop is the former Senior Advisor to the President, Canadian Executive Services Organization (CESO). Her activities include: Volunteer Advisor; Canadian Executive Services Organization, President and Past President; Council for the Arts in Ottawa, Director; The Great Canadian Theatre Company, Mentor; Environment Canada's Career Development Project for Women, Strategic Planning Facilitator; Young Performers Bursary Fund, Strategic Planning And Management Advisor; Federation of Medical Women of Canada and Oral History Interviewer; Glengary Historical Society, board member of the East Region Ontario Trillium Foundation and past President of the PE Arts Council.


Angela Miller joined the PELA CFDC board in December 2011. For 33 years, Angela and her husband have owned and operated Maypul Layn Farm, a Dairy and Cash Crop farm and vacation home in Milford. She is very active in 4-H Ontario, serving on the board of directors and as President of her Regional Board. Also very involved at the local level, Angela has served as President, Past President, Treasurer, and now Secretary for the Prince Edward County 4-H as well as working with local youth as a club leader for 31 years. Angela has also served her local community through her church council and her children’s school council and has been a member of the Agricultural Advisory Committee for The County of Prince Edward for the past 7 years. She is passionate about agriculture and the sustainable future of the small family farm.


Brian Burt joined the PELA CFDC board in June 2011. Brian is a graduate of Queen's University and a partner in Burt's Greenhouses. He has been a board member for Lennox and Addington Family Services as well as the standing vice-president for Local 316 for the National Farmers Union. He has a strong interest in the farm community especially in relation to local food issues and progressive movement toward long term sustainability of production. He is equally interested in the issue of small business sustainability. Brian and his wife live in Wilton.
